Consult On LIHTC Program

OCCH Development works to ensure each development partner understands LIHTC law and to prepare applications consistent with the state’s allocation plan. OCCH Development also:

  • Has extensive experience conceptualizing affordable housing projects to satisfy the goals of each development team;
  • Specializes in providing our development partners with valuable suggestions and strategies for improving LIHTC scores;
  • Assists in identifying project team members and co-partners, if needed;
    Prepares the development team for presentations to public bodies or local boards; and,
  • Guides project teams through each stage of the LIHTC process, including Threshold Review, Competitive Cure, Reservation Review, HDAP Underwriting, Carryover, OHFA monitoring visits, etc.

LIHTC Application Preparation and Tools

OCCH Development has 15 years experience packaging successful LIHTC applications. Over this time OCCH has developed several tools and techniques for approaching the LIHTC application process. The following are available to all OCCH development partners:

  • Staff trainings on the current Qualified Allocation Plan (QAP) and Affordable Housing Finance Application (AHFA);
  • A copy of the Welcome Pack, complete with narrative templates, application checklists and sample forms;
  • An invitation to the Annual OCCH Development Symposium, a thorough preparation session for the upcoming application deadline; and
  • Application packaging, ranging from very “hands on” to staff review and comment.

Obtain Gap Financing

In order to achieve affordable rents, a project may need to obtain grants or low-interest financing. OCCH Development has strong relationships with funding partners throughout the state. We are able to assist our development partners in securing grants and loans via the following programs, and more:

  • OHFA programs (HDAP, Bridge Loans),
  • ODOD programs (Energy Loan Fund),
  • Federal Programs (HUD, Rural Development),
  • Local Funds (HOME),
  • Federal Home Loan Bank (AHP), and
  • Other programs offered by private institutions.

Negotiate Bank Financing

OCCH Development will assist in identifying the best lender for each application. OCCH will also review bank commitment letters to assure conformity with each lending program application.

OCCH often works with loan officers and lending institution representatives to explain the complexities of each funding program utilized by our development partners.

Predevelopment Loans

OCCH’s subsidiary, Ohio Capital Finance Corporation, administers this revolving loan program which provides approximately $1.3 million for the following:

  • Site acquisition, engineering, and other costs associated with pre-construction
  • Gap financing between credit reservation and closing of the construction loan

Affordable Housing Preservation

OCCH Development is dedicated to the preservation of affordable housing and has extensive experience working through the acquisition process. Please contact your Development Officer to learn more about:

  • Acquiring existing tax-credit properties at the end of their compliance period;
  • Acquiring existing Section 8 or Rural Development properties; or
  • Restructuring / divesting in current LIHTC, Section 8 or Rural Development properties.
