Mr. Appleton, retired, served for 35 years as the founding President/CEO of East Akron Neighborhood Development Corporation (EANDC). In 1982, EACH helped to establish East Akron Neighborhood Development Corporation as a sister corporation to address substandard housing in East Akron. Under Mr. Appleton’s leadership, EANDC built over 500 new affordable homes, several senior apartment buildings, and contributed to the repair of 150 owner-occupied homes in neighborhoods that were in critical need of revitalization. In 1998, EANDC was awarded the American Planning Association/HUD Secretary’s Opportunity and Empowerment Award for the organization’s effective residential infill and rehabilitation work. Working with the City of Akron, EANDC developed a retail shopping center (Middlebury Market Place) anchored by a full-service supermarket known as Dave’s Supermarket in an underserved Akron neighborhood. Mr. Appleton continues to serve on a number of housing industry-related boards including the Federal Home Loan Bank of Cincinnati and the Ohio Equity Fund. He is a graduate of the University of Akron and Case Western Reserve University in Cleveland, Ohio and holds a Master’s Degree in Social Work.
Lewis Diaz has practiced as a public finance attorney since 2008, with a concentration on affordable housing and traditional governmental finance. Fluent in Spanish, he works with diverse participants in housing transactions including multifamily housing sponsors, for-profit and non-profit developers, and underwriters. He represents governmental issuers, banks, trustees, lenders and credit providers in the issuance of over one billion dollars of private activity bonds, annually. Prior to entering private practice, Lewis provided affordable housing advocacy through seven years of service, including interim Chief Counsel, with Kentucky Housing Corporation, the state’s housing finance agency. Lewis has served as a Federal Home Loan Bank Cincinnati Public Interest Director since Jan. 1, 2022. Lewis also serves on the boards of Baptist Health Hospital System of Kentucky & Indiana, Cincinnati/Northern Kentucky International Airport, and Northern Kentucky Community Action Commission. Lewis holds a Juris Doctorate from Chase College of Law, Northern Kentucky University, and graduate and undergraduate degrees from Eastern Kentucky University. From 2019-2022, Lewis served as the Chair of the Board of Regents of EKU, leading the university through a presidential search and the global pandemic, while also securing over $100 million of state appropriation for the redevelopment of key facilities, including Alumni Coliseum, Model Laboratory School and the university’s airport.
Ms. Golliher served as President and CEO of the Cincinnati Development Fund (CDF) from July 1998 to April 2022, following 16 years in community development lending, investing and advocacy as Vice President of Community Development for KeyBank. CDF is a nonprofit Community Development Financial Institution established in 1988 to finance affordable housing development and community revitalization in the Greater Cincinnati area. CDF’s mission is to provide innovative real estate financing for projects that strengthen low-income neighborhoods and improve lives. Ms. Golliher serves on numerous boards and committees, including Chair, Homesteading & Urban Redevelopment Corporation; Hamilton County Economic Development Committee; Secretary/Treasurer for the Woodward Trust; Advisory Board for Park National Bank SW Ohio; Loan Committee of the Cincinnati Local Initiative Support Corporation and Founding Board Member of the Real Estate Accelerator Lab of the Urban Land Institute.
Mr. McQuady is currently the Director, Office of Affordable Housing, for the City of Lexington, Kentucky. Mr. McQuady retired from the Kentucky Housing Corporation after 28 years of service and was the CEO from October 2008 until November 2013. His experience in affordable housing includes strategic planning, budget development, financial statement preparation and analysis, as well as overseeing multifamily and single-family housing initiatives. Mr. McQuady is a Certified Public Accountant and a member of the Kentucky Society of CPAs and American Institute of CPAs. He graduated from Eastern Kentucky University with a Master’s degree in Business Administration.
Ms. Mingo serves as the director of community relations for Nationwide Children’s Hospital and works closely with neighborhood and civic organizations. She has been instrumental in the implementation of the Healthy Neighborhoods, Healthy Families initiative, a five prong approach to neighborhood revitalization efforts on the city’s Southside, led by Nationwide Children’s Hospital. Ms. Mingo currently serves on the United Way of Central Ohio Home Impact Council. She is a mayoral appointed commissioner with the City of Columbus Community Relations Commission and serves on the commission’s executive board. She is a member of the Columbus office of Minority Health Advisory Committee, a graduate of the Leadership Columbus 2012 Class, and participant in the Big Brother, Big Sisters mentoring program. Ms. Mingo was also recently appointed by Governor Kasich to the Ohio Lottery Commission.
Kevin is responsible for the overall management of CHN, its 35 real estate partnerships, and combined annual operating and capital budget ranging from $55-75 million. Under his leadership, CHN became a member of the NeighborWorks America network, launched CHN Housing Capital, a community development financial institution to address racial equity and mortgage deserts, and was chosen to administer both the first-of-its-kind Lead Safe Cleveland Fund and the Cleveland/Cuyahoga $100 million COVID-relief Emergency Rental Assistance Program. In his prior role at CHN, Kevin led the development of the organization’s leading-edge initiatives, including its growing role as a strategic partner to other nonprofits in new markets, including Michigan, Pennsylvania and New York. Prior to CHN, Kevin was the National Equity Investment Manager of Key Community Development Corporation, and earlier in his career, he practiced law at Thompson Hine LLP. Kevin holds a bachelor’s and a law degree from the University of Michigan.
Debbie Watts Robinson, a native Daytonian, has a proven track record of successful professional leadership for over 30 years. She possesses a valuable and diverse educational background. Her training in both law and engineering provides her the framework to deal with a variety of issues effectively. In 2010, Debbie became the CEO of Miami Valley Housing Opportunities, an organization serving the community for over 30 years. MVHO is the largest provider of permanent supportive housing in the Greater Dayton area. Permanent Supportive Housing provides formerly homeless people with disabilities with the supportive services needed to help them maintain housing stability. Ms. Robinson has served as the Chair of the Advisory Council of the Federal Home Loan Bank of Cincinnati. She currently Chairs the Community Review Team for the Montgomery County Developmental Disabilities Board. She serves on the Montgomery County Homeless Solutions Policy Board, the Board of the Dayton Art Institute, and Boards of other organizations providing housing and opportunities to those in need. She has served as President of several governing boards in the community, including the Girl Scouts of Buckeye Trails Council and the Dayton and Montgomery County Convention and Visitors Bureau. She works to realize the vision of a community where everyone has a place to call “Home”.
Ms. Schroer is the President/CEO of the Catalytic Development Funding Corp. of Northern Kentucky, a not-for-profit company that provides capital and development services to real estate developers and local governments undertaking projects in Northern Kentucky’s river cities of Ludlow, Covington, Newport, Bellevue and Dayton. She has 37 years of experience as a real estate professional and holds the professional designation Counselor of Real Estate (CRE), a credential awarded to individuals invited by their peers into the membership of The Counselors of Real Estate. The credential signifies professional achievement in the real estate counseling profession and demonstrates peer recognition of outstanding intelligence, integrity, and judgment in real estate. In addition to her professional work, Ms. Schroer has been active in numerous community planning efforts and real estate professional organizations. She is a member of the Board of Advisors for Real Estate (BEARE) for UC’s (University of Cincinnati) Real Estate Center and served as Chairman of UC’s Real Estate Executive Advisory Committee (REEAC). Ms. Schroer also serves on the Executive Board of the Covington Business Council, the Foundation Board of Gateway Community and Technical College, the Board of Governors of the Metropolitan Club, the Campbell County Leadership Action Group, the PNC Community Development Advisory Board, and the LISC Advisory Board. S. Schroer graduated Magna Cum Laude from the University of Cincinnati with a Bachelor of Urban Planning and a Certificate in Economics. She also received a Master of Business Administration in Finance and Real Estate from Indiana University.
Andy retired in 2023 after twenty-three years as the Chief Financial Officer of The NRP Group (“NRP”), a vertically integrated real company based in Cleveland Ohio. During his tenure, NRP grew to be a leading developer, builder and manager of muliti-family housing nationally in the affordable and market rate product lines. Andy worked closely with NRP’s owners and senior executive team, overseeing various financial and administrative functions. He served on the company’s Board of Directors and Executive Committee. Andy led strategic planning while working closely with the company’s Advisory Board and remains on the Advisory Board currently. Prior to NRP, Andy spent several years in management consulting and accounting in both a public and private settings. He received a bachelor’s degree from Bowling Green State University and an MBA from the University of Chicago.
