Mr. Appleton, retired, served for 35 years as the founding President/CEO of East Akron Neighborhood Development Corporation (EANDC). In 1982, EACH helped to establish East Akron Neighborhood Development Corporation as a sister corporation to address substandard housing in East Akron. Under Mr. Appleton’s leadership, EANDC built over 500 new affordable homes, several senior apartment buildings, and contributed to the repair of 150 owner-occupied homes in neighborhoods that were in critical need of revitalization. In 1998, EANDC was awarded the American Planning Association/HUD Secretary’s Opportunity and Empowerment Award for the organization’s effective residential infill and rehabilitation work. Working with the City of Akron, EANDC developed a retail shopping center (Middlebury Market Place) anchored by a full-service supermarket known as Dave’s Supermarket in an underserved Akron neighborhood. Mr. Appleton continues to serve on a number of housing industry-related boards including the Federal Home Loan Bank of Cincinnati and the Ohio Equity Fund. He is a graduate of the University of Akron and Case Western Reserve University in Cleveland, Ohio and holds a Master’s Degree in Social Work.
Ms. Golliher served as President and CEO of the Cincinnati Development Fund (CDF) from July 1998 to April 2022, following 16 years in community development lending, investing and advocacy as Vice President of Community Development for KeyBank. CDF is a nonprofit Community Development Financial Institution established in 1988 to finance affordable housing development and community revitalization in the Greater Cincinnati area. CDF’s mission is to provide innovative real estate financing for projects that strengthen low-income neighborhoods and improve lives.
Ms. Golliher serves on numerous boards and committees, including Chair, Homesteading & Urban Redevelopment Corporation; Hamilton County Economic Development Committee; Secretary/Treasurer for the Woodward Trust; Advisory Board for Park National Bank SW Ohio; Loan Committee of the Cincinnati Local Initiative Support Corporation and Founding Board Member of the Real Estate Accelerator Lab of the Urban Land Institute.
Dennis Guest, retired, was the Executive Director of the Columbus Metropolitan Housing Authority for 24 years. Prior to joining CMHA in 1986, Mr. Guest worked at the Housing Authorities in San Francisco, Oakland, and Seattle. CMHA is authorized to provide Housing Choice (Section 8) vouchers for approximately 12,500 families in Franklin County. Additionally, in a partnership with eight other Ohio Housing Authorities and a private company, CMHA serves as Contract Administrator for 58,000 Section 8 project-based housing units throughout the state of Ohio and 6,100 Section 8 project-based units in Washington, D.C. Mr. Guest has served as a Trustee on the Ohio Capital Corporation for Housing (and affiliates) Board since 2010. In addition, he serves on several other boards including the Management Advisory Board for the Wallick Companies, the Joint Columbus and Franklin County Housing Board, Community Shelter Board Funding Collaborative, United Way of Central Ohio (various committees), National Association of Housing and Redevelopment Agencies, Franklin County Prevention Institute/Drug and Alcohol Prevention, and the Ohio Housing Authorities Conference (past President). Mr. Guest has a B.A. in Psychology from the University of Michigan and has completed M.A. course work in Experimental and Behavioral Psychology at Western Michigan University and M.A. course work in Urban Policy and Administration at San Francisco State University.
Hal Keller, President Emeritus, was the President and CEO of OCCH for 26 years and a founder of the organization in 1989. After retiring at the end of 2019, he returned briefly as Interim President in October 2020 and transitioned to a brief consulting role. Hal has been involved in affordable housing for over 40 years as a consultant to state and local governments, an administrator of state and local housing programs, and as a neighborhood organizer and tenant advocate in addition to his decades of service to OCCH. He holds Master of Arts degrees in both Public Administration and Social Work from The Ohio State University and a Bachelor of Science in Applied Social Science from Case Western Reserve University. Mr. Keller continues to serve on the boards of a variety of organizations including the Affordable Housing Trust of Columbus and Franklin County and the YMCA of Central Ohio. He is a former Director of the Federal Reserve Bank of Cleveland.
Mr. Lee is currently a Director with Hilltop Securities. He is a former investment banker of RBC Capital Markets, JPMorgan Chase Bank, N.A., and Kemper Securities. Mr. Lee has over 35 years of management experience in public and project finance, underwriting, trading and sales. Mr. Lee has served as a Trustee on the Ohio Capital Corporation for Housing Board for a total of 24 years and previously served as a Trustee and Treasurer for the Ohio Historical Society Board. Mr. Lee holds an MBA in Finance from The Ohio State University.
Mr. Loos retired from RSM McGladrey (formerly known as Hauser & Taylor) as a Partner after 34 years of service. Mr. Loos was responsible for all accounting functions and the financial reporting of the firm, as well as serving on the Management Committee. Mr. Loos maintained a significant client accounting and tax practice with specific emphasis on clients in the real estate and construction industries. In addition to annual financial statement and tax return preparation, the firm’s client services included preparation of HUD and LIHTC cost certifications, review of syndication proposals for LIHTC projects, business valuations, cash flow studies, and forecasting for construction and real estate development entities. Mr. Loos has served as a Trustee and Treasurer for the Ohio Capital Corporation for Housing and Ohio Equity Fund Boards since 2009, and previously served as the Treasurer for the Ohio Housing Council. He is a past member of the Midwest Assisted Housing Management Association and the Construction Financial Management Association. A 1972 graduate of John Carroll University, Mr. Loos was a member of the Ohio Society and American Institute of CPA’s until his retirement in June, 2009.
Mr. McQuady is currently the Director, Office of Affordable Housing, for the City of Lexington, Kentucky. Mr. McQuady retired from the Kentucky Housing Corporation after 28 years of service and was the CEO from October 2008 until November 2013. His experience in affordable housing includes strategic planning, budget development, financial statement preparation and analysis, as well as overseeing multifamily and single-family housing initiatives. Mr. McQuady is a Certified Public Accountant and a member of the Kentucky Society of CPAs and American Institute of CPAs. He graduated from Eastern Kentucky University with a Master’s degree in Business Administration.
Ms. Mingo serves as the director of community relations for Nationwide Children’s Hospital and works closely with neighborhood and civic organizations. She has been instrumental in the implementation of the Healthy Neighborhoods, Healthy Families initiative, a five prong approach to neighborhood revitalization efforts on the city’s Southside, led by Nationwide Children’s Hospital. Ms. Mingo currently serves on the United Way of Central Ohio Home Impact Council. She is a mayoral appointed commissioner with the City of Columbus Community Relations Commission and serves on the commission’s executive board. She is a member of the Columbus office of Minority Health Advisory Committee, a graduate of the Leadership Columbus 2012 Class, and participant in the Big Brother, Big Sisters mentoring program. Ms. Mingo was also recently appointed by Governor Kasich to the Ohio Lottery Commission.
Ms. Schroer is the President/CEO of the Catalytic Development Funding Corp. of Northern Kentucky, a not-for-profit company that provides capital and development services to real estate developers and local governments undertaking projects in Northern Kentucky’s river cities of Ludlow, Covington, Newport, Bellevue and Dayton. She has 37 years of experience as a real estate professional and holds the professional designation Counselor of Real Estate (CRE), a credential awarded to individuals invited by their peers into the membership of The Counselors of Real Estate. The credential signifies professional achievement in the real estate counseling profession and demonstrates peer recognition of outstanding intelligence, integrity, and judgment in real estate. In addition to her professional work, Ms. Schroer has been active in numerous community planning efforts and real estate professional organizations. She is a member of the Board of Advisors for Real Estate (BEARE) for UC’s (University of Cincinnati) Real Estate Center and served as Chairman of UC’s Real Estate Executive Advisory Committee (REEAC). Ms. Schroer also serves on the Executive Board of the Covington Business Council, the Foundation Board of Gateway Community and Technical College, the Board of Governors of the Metropolitan Club, the Campbell County Leadership Action Group, the PNC Community Development Advisory Board, and the LISC Advisory Board. S. Schroer graduated Magna Cum Laude from the University of Cincinnati with a Bachelor of Urban Planning and a Certificate in Economics. She also received a Master of Business Administration in Finance and Real Estate from Indiana University.
Ms. Weaver is the former Executive Director and founder of Community Housing Network., a non-profit corporation developing and managing affordable permanent housing for people challenged by mental health conditions, substance abuse and chronic homelessness in various stages of recovery. CHN has provided permanent supportive housing for Columbus and Franklin County for 30+ years and currently has more than 1600 scattered-site apartments in its’ portfolio. The organization is a primary provider of supportive housing for the Alcohol Drug and Mental Health Board of Franklin County and a partnering agency of the Community Shelter Board. Ms. Weaver has served as a Trustee on the Ohio Capital Corporation for Housing and Ohio Equity Fund Boards since 1994 and is currently Vice-Chair of both boards. She has also served on the Joint Columbus Franklin County Housing Advisory Board, Franklin County Community Development Committee, and the Federal Home Loan Bank of Cincinnati Affordable Housing Advisory Council. Ms. Weaver has a Master’s Degree from Purdue University.
